The top 16 clubs from Indian football’s top two leagues will compete in the actual competition. The 2022–23 I-League champions and all 11 ISL teams will automatically go to the group stage. The four remaining berths in the qualifying round, which will consist of single-leg ties, will be decided by the teams who finished second through tenth in the 2022–23 I-League.The 16 participating teams will be divided into four groups, and will be played in a single round-robin format. Each group’s topper will advance to the semi-finals.
